frontend for manageing renters. possibly with a way of checking if a renter paid or not.

Related to Feature #171 as this also just a "filter" in terms of account, title regex and so... so we should make something generic for both, where we can add this in the admin site.

Should call both #171 and #181 "recurring payments" or something along the lines
